Considering evolution, why do black people produce less natural oil than white people?

Also, why do black people have extremely curly/nappy hair?

Just. The way they adapt to their surroundings. Reason could be weather and stuff.

For the hair, it's just genitics

I would presume it has to do with climate, and the lesser need for cold/wet weather resistance, similar to the way the amount of melanin (skin pigment) is lower in white people due to the lesser need to cope with harsh sunlight (when speaking ancestrally, of course).

As for black people tending to have curly/nappy hair as you put it, it seems you already have the answer - less natural oils.

oil on the skin is a protection against cold

curly hair is a better sun protection (I mean really curly)

just a guess, but maybe it helps in sun protection. oil and water seem to make tans darker and burns more severe.

no idea about the hair. it may be the lack of oil as mentioned earlier, or it could be a non adaptive development. example: white people eyes are more oval than asian eyes. i am pretty sure this has nothing to do with adapting to climate. more has to do with groups of people being seperated for 1000's of years than it does where they are.

cuz of the tropical environment we developed in.
